Investors seeking higher returns may continue to wonder whether indexing or active fund management is the better choice. At different times, they're likely to hear conflicting opinions based on whether most active managers are outperforming or underperforming the market. In an updated Vanguard research paper, "The Active-Passive Debate: Market Cyclicality and Leadership Volatility," authors Christopher B. Philips, Francis M. Kinniry Jr., and David J. Walker reexamine the active-versus-index debate from the perspective of market cyclicality and provide context for the changing nature of performance leadership. The authors explain that indexing does not offer the ability to outperform a benchmark. But the strategy has outperformed many actively managed funds over the long term as a result of indexing's low expenses and low tracking error relative to a benchmark.
